2006 FIRS Men & Women
World Inline Hockey Championships

DETROIT, MICHIGAN, USA - JULY 15 to JULY 22, 2006

Bulletin #2 - March 20, 2006

REFEREES NOMINATED FOR WORLD CHAMPIONSHIPS
BY NATIONAL FEDERATIONS

International In-line Hockey referees, examined, certified and designated “Category A” by the CIRILH are the only referees permitted to referee World Championships.
CIRILH Organizational Rules Part III, Article 11 1.(a) states:
The eight highest placing National teams participating in the previous World Championship may nominate one qualified “A” Referee for the 2006 World Championship.

For the Men’s World Championship, this would include: USA, Canada, France, Italy, Czech Republic, Switzerland, Germany and Spain.

For the Women’s World Championship, this would include: Canada, USA, France, Czech Republic, Germany, Australia, Spain and Great Britain.

Nominations by National Federation officials must be made by April 30, 2006.
If a national federation does not currently have a CIRILH credentialed “A” Referee or wishes to substitute another referee not yet so designated, the national federation may contact CIRILH if it feels it possesses candidates so qualified by experience.

CIRILH will make the ultimate decision as to which individual referees qualify to officiate at the World Championships.
If a national federation does not currently have a credentialed “A” Referee , all expenses for such individuals must be initially assumed by the sponsoring national federation.  If a candidate for International Referee qualifies and be accepted as one of the designated World Championship referees, CIRILH will reimburse $750 US toward their airfare. Only as a selected “A” Referee will they have their hotel room (shared with another referee) and food expenses paid by the host.

CIRILH will provide reimbursement up to a maximum cost of $750 for actual economy coach air fares to Detroit , Michigan , USA , provided that such ticket is purchased a minimum of 30 days prior to the beginning of the starting date of the Championships.  The referees so selected by CIRILH must commit to attendance for the full run of the championships for which they are invited, including the prior the practice day, during which time referee conferences will be conducted by CIRILH.

The event Organizing Committee is committed to paying referee hotel costs (double occupancy), providing food or an allowance for food covering the entire time, and a $50 per day referee stipend for the number of days in which the actual games occur.  Therefore, if an "A" International Referee is accepted for the Men or Women's World Championship, the only cost liability that they may incur would be that of the Airline ticket in excess of an allowance of $750 US. To avoid extra cost it will be important to purchase airline tickets early, but only after confirmation of appointment by CIRILH.

CIRILH takes a very serious attitude toward referee selection for the world championships.  The intense competition for World Championships medals between national teams from all over the world requires that referees chosen are also the best available in the world.  CIRILH has identified these qualities as:
a) having an instant and thorough knowledge of the CIRILH playing rules;

b) having actual referee experience from international in-line hockey competitions;

c) demonstrating competent skating ability on in-line hockey skates so that as a referee, he or she may closely follow the game action;

d) knowledge of where to position themselves with respect to the other referee on the floor in order to be complementary to each other and remain in a position to best witness the action;

e) and finally, to demonstrate decisive and fair decision making regarding floor action, calling of fouls and penalties.

The referee’s meeting during the World Championship practice on July 15, 2006, will assist with the establishment of these attributes.

If you have questions pertaining to the application of theses procedures, please make further contact with CIRILH headquarters.
It is my fondest hope that all teams participating in last year’s World Championship in France will join us again in Detroit, USA, as well those many new teams from around the world that have indicated an interest in participating for the first time.

Cordially,

George Pickard

FIRS Inline Hockey Committee President
